Is there a way to send a campaign to a specific list while the administrator has only one privilege named “Send campaigns”, because in that case I found only one solution i.e, to send to all existing lists. My goal is to avoid that administrator from modifying the lists and subscribers?

I feel like more information or explanation is needed to understand what you are asking. What version are you running? Is this self-hosted or through the hosted (paid) option? Most important, what exactly do you need?
Based on 3.6.15 (the version I have installed right now), I can offer the following:
When you add an administrator, there are permissions that can be granted, including the “Send campaigns” option. This option is not specific to one, multiple, or all lists. It just means the admin can send campaigns, period. This implies nothing about their ability to do other things (manage subscribers, etc.).
List selection (choosing who will receive a campaign) is done within each campaign, not at the admin permission level. If you need an admin to only be able to send campaigns to a specific list, rather than any/all lists, I’m not aware of a way to do this. (Perhaps this functionality exists in phpList or a plugin, but it’s not something I’ve seen, looked for, or needed.) However, this has nothing to do with modifying the lists themselves or managing subscribers. “Manage subscribers” and “Change settings” are separate permissions that you can optionally grant.
