Are you asking about the software or the service? It’s important to understand the difference between the two.

Anyway, to give an answer that may not meet your needs: the software itself is free.
Presumably you are referring to the Hosted version of phpList? Pricing Overview | phpList.com
If so, then yes, you may use this service to send up to 300 emails (per month I think) for free. This method means you do not have to have your own server/webspace to self-host phpList which is what Crenel84 is referring to.
