Does the latest release support PHP 7.3? or when one will be released?

I do believe that it is supported (at least I some customers I work with had 7.3 selected and they system worked fine.).

Although, I have not specifically tested anything…

Yes. See https://travis-ci.org/phpList/phplist3. That shows all PHP versions that CI tests are run on for every commit.
