I have a list of email address and I only want it to grow if I know the people. Others are signing up and I have no way to reject someone except to go into the admin page and delete them. Is there a way to have it go to the admin of the list instead of to the person signing up for the list to validate?

One approach is to create a second list, which is the one you will send campaigns to, and move your approved subscribers to that list. Just leave the unapproved people on the first list, which you won’t ever send to.
So your “approval” step is just to move the subscriber.
