Strange language behavior

I have recently install PHPlist 3, the front language should be german.
i add in config
" $default_system_language = ‘de’; " and " $language_module = ‘german.inc’; "

In Config / settings - transactional settings from english in german.

But if a user subscribed the newsletter he become his confirmation mail and other mails after subscribtion in englisch…

What i do wrong?

@Winock Possibly the content of the emails are controlled by the subscribe page. You might also also to choose German on the subscribe page.
