Can I suggest you try phpList.com - I work there and can help you every step of the way. Unless you are very skilled, it’s really better to use a hosted service than self host.
The first step is to go to www.phpList.com/register and fill out your details. Then if you use the www.phplist.com/contactus form you will get through to me on the helpdesk for any support you need

We need outsourcing in proividing of email marketing for our system.
I mean, partner, who would take care of system (technical part), that our
