Attachments Tab (new campaign email) does not show up

Hello,
We use a shared hosting plan on HostGator and have installed PHPList.
When we try to enable the option to send attachments with a mailing list campaign it does not seem to work. In the config.php file we have modified the value to:

define('ALLOW_ATTACHMENTS',1);

However, the only tabs we see are:

  1. Content
  2. Format
  3. Scheduling
  4. Lists
  5. Finish

Please could you assist?
